Whenever the President (any President) makes a visit the Secret Service although in charge of his security coordinates with state and local law enforcement. But could a governor or mayor just say “We can’t stop POTUS from visiting, but we’re not going to make it easy.” and not allow state/local police to cooperate with the SS or close roads?
If they don’t mind losing all their highway funds for the next decade.
Really. And what’s more, it wouldn’t matter in the slightest whether the president was a Democrat or a Republican, or whether Congress was controlled by his party. A state or local government challenging the Feds like that would not be well-received.
