It’s most likely a previous arrangement with management. A coworker of mine has a similar arrangement. She has a sick husband and she can come and go as she needs to, as long as she has her 40 hours at the end of the week.

Maybe they were told they had to work in your department, even though they had a better position before, and as compensation, they are allowed to leave early. Where I work, we all have to work 8 weekend hours. There are a few people who were put into our department, even though it wasn’t what they were hired to do…so they have the weekend requirement waved.

Maybe he makes his own schedule and the management doesn’t know (or care) that he leaves early.
