The closest I can think of is “poet’s shirt,” but I feel like there’s a more accurate name out there. Google hasn’t been much help, as “shirt with tie” yields totally different results. If you can’t view the photo, it’s a blouse with a long piece of fabric tied in a loose bow in the front.
Do a Google image search for “tie neck blouse.” I think that matches what you want.
