Name that cartoon dog

I am desperately trying to remember the name of a cartoon character: a small, white dog with a droopy, expressionless face, walked upright, spoke in a soft, nasally voice, very quiet and emotionless, moved slowly, but always out-smarted bigger, faster, more boastful adversaries.

I could have sworn this was a Warner Bros. character, but I was just on a web site that listed every character (and seemed pretty complete) and couldn’t find it. Any ideas? Thanks.

Created by Tex Avery (for MGM).

Later done by a few different studios, but not well, including
Hanna-Barbera, and the studio that did Archie.

Also sounds like Mr. Peabody.

If you’re talking about the Tex Avery toon, its

Droopy Dog
(BTW, his Son/nephew/sidekick was Drippy)

He said something like:
“Yow know what? That makes me…very…mad.”
Then he proceeded to beat up the wolf, dragon, or whatever.

Ah, yes, Droopy Dog. Voiced by Bill Thompson, a prolific voice actor for several decades.
