Was there any mention by weathermen trying to pin the Nation’s (US’) drought on El Nina? Why does this thoery only rear its ugly head when it’s convenient? Now, with early snows hitting the East, they’re chanting “El Nino” once more…
Is this really a sceintific theory, or a convenient scapegoat?

It’s La Niña and El Niño.
These phenomena are very well documented scientifically. See here for NOAA’s discussion on them.
According to NOAA’s current analysis , we are presently in an El Niño phase. Among the predictions are:
Over the United States and Canada we expect: 1) drier-than-average conditions in the Ohio Valley states and northern U.S. Rockies during winter 2002-2003, 2) wetter-than-average conditions along much of the southern tier of the U.S. during winter 2002-2003, and 3) warmer-than-average conditions in the northern tier states, southern and southeastern Alaska, and western and central Canada during late fall 2002 and winter 2002-2003.
