They make many, MANY lovely couch throws, for when you’re chill watching movies or napping. They are lovely and so soft they border on decadent. As a generic type gift, it’s not a bad choice. And it can be easily, and guiltlessly, be regifted if it really doesn’t suit the receiver.
Add a small box of expensive chocolates, again, a little decadent, but sure to be pleasing in the moment and fully inoffensive. Even if they rehome the couch throw, they’ll enjoy the chocolates and admire your insistence on quality!
I recommend something consumable, preferably seasonable. If you have a Trader Joe’s near you, they have a number of Christmas treats.

IKEA has a blanket with the name GURLI that is about in the OP’s price range. (I remember the name because we always refer to it as the “girly” blanket.) We have a couple of them at home and they’re great for wrapping around you when you’re a little chilly, or want a light blanket for napping.
Throw it around your shoulders, chest or legs. They are great.
Bacon! No, really, I think this is a great gift idea.
My kid is attending a friend’s birthday party on Saturday. A bit of quizing back and forth returned that the birthday kid, turning 10, wants bacon. Fortunately there was another round of confirmations to narrow that down to turkey bacon, as they don’t eat pork.
That made it a bit trickier, because I was all set to go to the independent butcher near here and buy $20 of craft bacon. As long as you know the recipient eats pork (or makes a vegan exception for bacon), it will make an excellent gift.
My friend’s son asked for steaks for his 12th birthday. Tomahawk maybe? Ribeye? Something. A couple people did get them for him!
My grandson would appreciate bacon, but just plain regular bacon, nothing fancy pants for his poor taste buds. I do hope he will expand what he eats when he gets older. I love him to death, but I hate feeding him. I feel like I’m killing him softly with bacon and french fry grease.
I just picked up a small heated throw at Costco for about $20.00. It’s very nice on my bed at night. I can turn the heater down very low and that little throw keeps me nice and toasty.
Totally agree, though it doesn’t even have to be rechargeable IMHO. A good flashlight is almost always appreciated. Put it in a drawer, keep it by the bed, put it in the car, etc. You can get some astonishingly bright ones for around $20.
Coincidentally, my power went out for two hours this morning.
Work passed out a bunch of Yeti cups with the city logo on them. My son hinted that it would be handy to use at work, so I gave it to him.
Googling shows that the smaller ones are between $20 and $25. There’s even a pink Yeti travelling 10 oz. wine cup priced $25.
