Need a quick ID of a cartoon character (red stretch suit and Bride of Frankenstein hair streaks)

I’m trying to think of the name of a cartoon or comics character- unfortunately I’m not a cartoon or comics buff so I don’t even know if it’s a hero or a villain.

If I’m recalling correctly, the character wears a red stretch suit like the Flash, he has a grayish surreal face and big black eyes, and his hair is black and similar to the Bride of Frankenstein with big white streaks on the side. It’s not the flash, but I think he is supposed to be super fast.

Anyone know who I’m talking about?
