Need "Atlas Shrugged" quote

My own copy has long since disintegrated. Can someone with the book handy find a passage in a later chapter that describes New York City gradually dying as the looters, well, loot? Specifically, a bit about electricity rationing leading to a law preventing running elevators above the 20th (or so) floor, so in effect “the towers of New York were cut down”, or something along those lines.

The blog is just typical right-wing ranting, especially Obama bashing. It has nothing whatsoever to do with Objectivism or *Atlas Shrugged *or Ayn Rand.

I have to prepare a presentation on a particular technology’s impact on society. Since my partners are civil engineers, I threw out the idea of discussing the elevator.

My own copy of Atlas Shrugged has long fallen apart and I’m too cheap to get another one.
