Rob Halford - I don’t know that he was bald in the 80’s, but Judas Priest definitely qualified for that. Studded leather jacket, sunglasses and a goatee and you’re all set.
Wear Biblical style clothes and say you are from the 80’s.

But the OP could do it with style. He’s planning on shaving his head but presumably people don’t know that. So he can show up at the party wearing a bandanna like Hogan wore to conceal his receding hairline. Everyone will assume the OP has his normal hair underneath the bandanna. Then halfway through the party, he can take off the bandanna to reveal his shaved head.

You run the risk of looking more like Travis Bickle than Mr T, however…
All you need for this costume is a helmet, a piece of tape with a name on it, a cardboard box and some paint.
1)Shave your head then put the helmet on.
2) Then paint the box to look like a tank and get inside of it.
3) Now write Mike Dukakis on the tape and stick it to your helmet.
(Sure the headshaving thing is irrelevent, but it’s still a good costume. And Persis Khambatta was in the 1979 Star Trek movie, so a year too early for being her._

I came in with a suggestion, obviously far too late, lol.
But I was gonna suggest Max Headroom 
He’s not really bald, but shaving stripes to make it like cornrows and then bleaching out the rest would work.
