I feel that I should add a little obscurity here–judging from how it’s enhanced by a nice alcohol buzz, I’d say In the Woods… Omnio and Three Times Seven on a Pilgrimage. Circulus’ The Lick on the Tip of an Envelope About to Be Sent certainly involved the consumption of some substances during its production, so I suspect they’d go well with the listening as well. And… well, a little bird told me that Front 242’s **05:22:09:12 OFF **is downright trippy while under the influence.
From this century, I’d recommend most anything by Massive Attack as being perfectly lovely when altered, especially if you happen to be boinking at the same time.
Soul Coughing, definitely–vocals which sound like percussion and the actual lyrics themselves will keep you going “whhhuuuut?” for quite a while.
How about The Orb’s Adventures Beyond The Ultraworld.
I’m basically straight edge without the pretension or Fugazi, but I will mention Devendra Banhart. As a non-stoner, he seems to be a great contemporary smoking-mans music maker.
Never experienced it, so I can’t say, but how about “Source Tags and Codes” by “… and You Will Know Us by the Trail of Dead”? It’s modern rock, but sung in a voice that a mix between a West Coast stoner and a classic rock epic. The songs tend to noodle a bit in places too in the “classic rock stoner album” sort of way. The songs seem to be “saying something” to me that I can’t quite figure out even when I’m listening to them sober.
Speaking of sober, this probably doesn’t qualify, but when I’m drunk a lot of the times I put on Minor Threat. I think it’s humorous to listen to a straightedge band while not sober, and the songs are good in a not-paying-attention way, but I don’t know if a difference substance would give you the same sense of humor that alcohol does.

Rush, Moving Pictures-either with headphones or good surround stereo. Lots of textures for “herbal” exploration.
Once again: Rush Exit…Stage Left. This is the live album from the tour supporting the preceeding. It’s not really the best “live” sounding recording, but, once again, a lot of aural textures.
Fear, The Record-if you’re into hilariously ironic nihlism while exploring, here you go. These guys are very tight for a punk band, and the lyrics are funny as hell. Not for the mellow buzz!
