If by stale you mean, has been around long enough that they have taken a stand on the issues, then yes. The main advantage that the Forward party has is that at this point it is an utterly blank slate onto which any disenchanted voter can write their hopes their dreams under the assumption that their views represent those of the silent majority of Americans and so will be the party platform.
In reality what they will most likely find is that now instead of two parties who fail to represent their views, there are now three parties that fail to represent their views.
What’s the point? Why do you plan to support a party with no positions so far?
Historically, third parties in the U.S. don’t attract support or get their program passed by being milquetoast centrists. Instead, they have nice simple bumper-sticker-type ideas that drag an unserved portion of the electorate along.
Republican Party, 1860: “No expansion of slavery.”
Progressive Party, 1912: “Keep business from corrupting the political system.”
Prohibition Party, 1870s-now: “Outlaw demon rum.”
These parties either gained power or got their ideas into circulation in a way that meant their political program, or part of it, succeeded. Unless the Forward Party can articulate a program - in other words, not just that that government should work better, but what should government be working better towards - they’re going to go nowhere.
And frankly, if you want the Republican Party lite without all that Trumpism, you should consider the Prohibition Party, as long as you can stomach a dash of theocracy with your social conservatism and economic liberalism.

Stale or not, unlike the Republican party, the Libertarian party has a platform.
Absolutely some folks will make that bargain. A second group won’t make that bargain, if they can cast a purity vote for things like like without getting the corruption, but they’ll make that bargain if they see it as the only alternative to voting for Democrats. A third group would prefer to vote for Democrats rather than vote for pervasive corruption, but will take the purity vote if offered.
Whether this hurts Republicans or Democrats more depends on whether the second group is larger than the third group.
