My first thought was that this was intended to by a distraction from the Cohen story (among other things) but the signal theory also seems plausible to me.

I mostly remember Libby’s name because, though I only vaguely followed politics at the time, I remember reading that he wrote a fucked-up book called The Apprentice (yeah, I know - life is funny that way, isn’t it?) where a guy fucks a deer and a girl fucks a bear.
Obviously the subject line should say “New York Times”, rather than “Tines”. Maybe a mod can fix it.

When Rachel Maddow brought this up tonight my first thought was meh - but then I figured it might be a signal to all Trump’s buddies under the gun that he will pardon them also.
Piss on that, I say. 
It just seems bizarre to me that Libby would still be trolling for a pardon at this late date. Can’t unring the bell.
He already got his law license and voting rights restored. And the public are not going to forget his equivocating and lying that led to his conviction. So what does Libby think he is going to gain by this?

I suppose with 11 (?) people under indictment now, it varies from person to person but I believe some of them at least still have potential state-level charges hanging out there where the president couldn’t pardon them.
I have absolutely no faith that Mueller will ever bring charges against Trump. But the nature of charges brought against those sullied by his investigation will indeed be very telling. Trump’s pardoning of Arpaio, before he was even tried & convicted, is as bright a signal as anyone needs to indicate Trump will disappear any federal charges brought against his minions. Any federal charges are only tokens at this point.
<NITPICK> Arpaio was tried and convicted. Trump issued a pardon before Arpaio could be sentenced. </NITPICK>
