Newtonian Philosophy: Did anyone accomplish what D. Hume set out to do?

In Enquiry Concerning Human Understanding, correct me if I’m wrong, Hume set out to do for the human mind what Newton did for physics, that is, present certain simple rules that can be applied to all human understanding.

I’m wondering if anyone carried on this objective. Has anyone come close?

Or, am I mistaken in thinking that Hume didn’t accomplish his objective.
