I don’t see anyway it won’t happen. The people voting on one side are the owners who don’t want to pay rookies that much, and on the other side are veterans who want more of the money for veterans not rookies. The players who will be coming in as rookies under the agreement don’t have a vote because they aren’t in the system yet. The only voice against cutting rookie scale severely will be the agents, but they can only work through their influence with the vets, who would be voting against their own pockets.
I hope you are right. I’ve been railing against the uber-inflation of rookie salaries and guaranteed money for…ever.
It’d be nice in addition to making unproven players actually, you know, earn their money via playing, but also to help undo first-round holdouts, which have become the norm in many instances.
Why would they be cheaper? An uncapped year likely means the top draft picks will get even more money, since teams can front-load their cap charges.
ETA: I do hope (and think) we’ll get a rookie slotting system soon. It’s simply ridiculous that Matt Stafford got a bigger signing bonus than Peyton Manning.
Cementing a new CBA would mean a NEW cap, not an uncapped year. I don’t think the owners want uncapped salaries in the NFL.

Everything I’ve heard is that the owners are threatening a lockout. I’ve never once heard that the players are threatening to strike.

Well I think the NFL players association may have the same problem the NBA players do. So many of the idiots are living at the extreme end of their means, many can’t strike because the simply can’t afford to miss a paycheck.
