The tackler is not the one initiating the contact.
Technically, the runner is the one who led the hit with the crown of his helmet, lowering it into the defender’s helmet. If you look at the video, you’d have a stronger case for the runner violating the rule. He hit the side of the defender’s helmet with the crown of his own.
As it is, it’s not egregious to me.
