No larynx - can you still whisper?

When I whisper, I don’t feel as if I’m making use of my vocal chords. Yet I once met a man who had his larynx removed because of (I think) throat cancer and even though it was just a few of us in a quiet setting, he did not attempt to communicate via whisper.

So is there any reason why a larynxless person couldn’t still communicate via whispers?

It is true that whispering does not involve the vocal cords. Therefore, I would think that a person with vocal cord injury could still whisper.
