Only Mormons with a Temple recomend can enter an LDS. What happens if a government building inspector neets to inspect? Or say there’s a medical emergency, do the paramedics need to be Mormons? If non-Mormons do enter a temple does it need to be blessed or something?
First of all, before an LDS Temple is consecrated, they will have an extensive open house where the public is invited to tour. It is only after it is consecrated that the restriction on non-Mormons being admitted comes into place. The Mormons will also show you pictures of Temple interiors, so it really isn’t that the interiors are secret but that the ceremonies are closed to outsiders.
As to the inspectors and the like, I wondered about this when I was touring the New York City temple. My LDS friend who was hosting told me that he had heard (though this was hearsay and rumor to him so he didn’t vouch for it) that the Church would close each of their Temples for a two week or so period each year for repairs and maintenance. During that time the Temple would be quietly deconsecrated so that outsiders could be admitted to work on the building (and presumably inspect it). The temple would then be reconsecrated and go back to its religious function.
As to emergency personnel, since the LDS Church is pretty pragmatic about most things, I guess that they would just stop any ceremonies in the area, let the paramedics or whoever do their work, and somehow make it right religiously afterward.

Not even all Mormons can enter the temple. Unlike regular meetinghouses, which are open to all, the temple is considered to be a very sacred place and those who attend must be worthy in all respects to enter the “House of the Lord.”
Members who wish to attend must have an interview with their local church leaders and must answer very specific questions regarding their adherence to church doctrine and commandments. They are given a “Temple Recommend,” which is required to enter the temple, and must be renewed every 2 years.
