Norton Antivirus found adware, but I can't find it!

I checked the computer thread here on GQ first, but it doesn’t address my question. Hopefully this isn’t a big deal, though.

The last few times I’ve run Norton Antivirus, it found one adware program that it is never able to delete. The file is called:

C:\WINDOWS\Downloaded Program Files\webdlg32.dll

Sometimes Norton can’t delete a file, so I just go into Windows Explorer, track it down using the path given by Norton, and delete it myself. But this one isn’t here, and I’ve looked all over! I even used the “Search for Files and Folders” command, but there’s no sign of “webdlg32.dll” on my entire computer. This is Symantec’s page for it:

I don’t have the toolbar it speaks of, nor do I have “SB Soft” on my Add/Remove Programs list. I ran Adaware and Spybot, and they couldn’t find anything like it either. So am I completely safe, or is something more insidious happening?

Oh, if it makes a difference, I have Google Toolbar installed to block pop-up ads, I run Norton, CWS Shredder, Adaware, and Spybot about once a week, and I have Spyware Blaster running in the background too.
