To the first sentence, not true. I know hetero American men who are around 70 who hug other men, and certainly many who’ll put an arm around another old guy’s shoulder. And to the second sentence, how do you know?
I agree the WWII generation of men were somewhat less likely to hug each other, but the hippies of the Sixties, the first to break that men-don’t0hug-men BS, are around 70 now. That’s not to say all men of that age group are touchers. Joe Biden is a smart guy who’s perfectly capable of realizing that the social rules have changed and acknowledging and changing his own behavior if called for. Trump is not a bright guy and is incapable of recognizing or acknowledging when he is in the wrong. You can’t make a blanket statement about men in that or any other age group.

He’s had a long and distinguished career in the Senate and two VP terms. He doesn’t need to run. It’s our country’s loss.

Because that’s one of the allegations against Biden. I’ve hugged all sorts of people, men and women, but I only sniff my fiancee’s hair. I would find it creepy if someone other than her sniffed my hair while hugging me.
Also kissing someone on the head, as that’s another allegation against Biden. Most people do it only to children,* a really close relative, or their significant other. Kissing the head of an adult stranger is exceedingly condescending, in a way that a hug isn’t. A person doing so is implying the person they’ve kissed is as a child to them, IMHO.
*Including by one’s parents, grandparents, etc., to whom you’ll always be a kid even when you’re old enough to run for President. 
Eh, Biden’s got his peculiarities and they put some people off. There are a dozen other reasons he shouldn’t be running for POTUS tho.

The person making these claims currently is somewhat of a Skeezer with questionable credibility. But that’s just my opinion.

I agree. Some people are just touchy-feely like that. I don’t particularly care for it, but I’m not going to make a federal case out of it, again, so long as it is this old fashioned type of affection shown and it doesn’t delve into sexual touching.
Again, agreed, but I am unsure how Biden or a touchy type person like him would know before the fact if the other person cares or not. Is he supposed to say, “Excuse me, ma’am, but I would like to put my hand on your shoulder, lean in closely and whisper something in your ear, and then give you a kiss on the cheek before I pull away. Do you consent to any or all of these actions?”
If we have to do something like that, then we might as well just call all touching out of bounds. If we are going to say that this type of non-sexual touching is not permitting in polite society, then what other forms are prohibited? How far are we going to go with this? If I slap a guy on the back as a gesture of friendship and he takes offense, is that too far?

American voters do not care about sexual harassment and assault. That ship sailed when Bill Clinton got a blowjob from an intern.
If all of Trump’s on-camera statements, and his countless affairs, assaults, etc… couldn’t keep him out of office, going after Biden because he’s touchy-feely is just beyond stupid.
Pick a candidate who is going to hammer Trump, will make the campaign a referendum on his broken promises, and can talk to people as if they’re at Sunday dinner instead of a campus lecture hall.
Women outnumber men and if we really want to we will MAKE American voters (and candidates) fucking well care. We don’t care what men think is or isn’t creepy, and I can assure you we do have opinions on the subject that differ markedly from what men assume we think. A rather titanic number of women are goddamned sick and tired of men thinking it’s okay to just put their hands on us without our consent and the tide on that is firmly turning. It doesn’t have to be specifically sexual to be creepy, demeaning, gross and unwanted so maybe it’s just a good policy for EVERY man to keep his hands to himself unless invited and allowed otherwise. Or, y’know, grope each other, we don’t care. And if you just don’t WANT to grope other men then maybe you ought to sit with that and figure out why you’re so invested in thinking that random touching of women and girls isn’t creepy and invasive.
Or, if you are a straight man, and you don’t want random men coming up behind you, smelling your hair, putting his hands on your shoulders leaning in close to whisper in your ear, and kissing you on the head or cheek, you know, without asking in advance…
