We bought a life preserver for the late great springer spaniel Miss Emily Kimberly. She was not a strong swimmer, but she loved going for canoe rides. Unfortunately she died before we could try it out on her. 
I have a hard time believing that a cat would enjoy a dip in the water, though . . .
Just a clarification:
I didn’t think it was weird because it’s for an animal, just that I’ve never seen a cat with a life vest on. I’ve seen them for dogs, since many like to swim in deep water and can tire out and drown, but cats??

In my household:
Cat + Life Jacket = claws in skin
Cat + Life Jacket + Water = trip to emergency room
Moral of the equation:
Deep puncture wounds means human does not allow for said human to put life jacket on cat and allow cat near water.
(If you order today… you get a ginsu knife and a smokeless ashtray…)
This thing actually could make sense for people who own both a boat and a cat. While I’m sure no self-respecting house cat would jump in the water on purpose, there is the possibility of the cat falling overboard in bad weather. I’m sure the owners would be glad to know they had a chance of scooping Kitty out of the water… provided anyone dared to get near Kitty, that is. Maybe it comes with a blow gun and a supply of tranquilizer darts.
It wasn’t on Ebay, but I remember seeing a full SCUBA gear setup for a dog on sale somewhere. Air supply, big bubble helmet, flippers, the works. Kinda cool, actually.
Lots of people live aboard their boats and have pets - cats are especially popular. I can see why someone would get this for their pet - but I’d hate to be the one to try to put it on the kitty.
