You say that there are no signs indicating that children should not be present. Are there signs stating expicitly that it is a dog park? If it is simply a place where dog owners have taken to letting their dogs run off leash, it is very likely still illegal (though tolerated). No, it’s designated off-leash. Their are signs saying as much (“Designated Off-Leash” with a happy dog in a green circle), just like thier are signs for some parks that say dogs must remain on-leash (“Dogs must remain on-leash” with a sad puppy on a leash in a red crossed circle).
