Officer of Homeland Security?

The former governor of Pennsylvania has been sworn into this new cabinet level position. Is that a job like drug czar, or like attorney general? What power will he have? Will there be a new police force type thing like the DEA or ATF, only specifically anti-terrorist?

It’s more of a Drug Czar (really Director of the Office of National Drug Control Policy, I believe) position in that he is not the leader of an Executive Department (such as the Dept of Defense, Dept of Energy, etc) but rather an executive Office, which are usually under the jurisdiction of a Department.

The President does not generally need Congressional permission to create sub-department level positions.
