The cowshed once stood on some property belonging to the owner of the house next door. When he decided to move, he had the cowshed converted into something resembling a cottage and he split the property into two for separate sale.
He assigned the arbitrary name of Rose Cottage to the cowshed without apparently getting Post Office approval. The name only attracted attention when I started receiving mail addressed here.
Therefore the opportunity to pick one’s own address for an existing property doesn’t really happen. I imagine that the first owner, be it a builder or a housing association or whatever, gets the chance to name a property but he must verify his choice with the Post Office.
House names are far more common in rural areas than urban ones. I guess that originally they arose from a feature of the garden (Rose Cottage, Hashish House etc.) or a location (Hillside House, Cannabis Corner etc.)
