There are always two alt-texts. One of them only shows during times that the image is loading slowly. I understand that there is some trick to being able to call both of them up, but I’ve never been able to master it.
There are two ways to have alternative text - one is meant to be a placeholder for a missing image only, and the other is for tooltip-like hover text. Internet Explorer has always only ever used the “alt=” tag to do both, but correct use of HTML says the “title=” should be the only way to see tooltip text, and most other browsers comply.
By looking at the HTML code you get this:
