I take it to mean, “The monument was originally built in the first century A.D. During the mid-19th century, some restoration was done of the monument (which had presumably been damaged in the meantime). The wall that the defaced brick was part of was part of that restoration.” The implication seems to be that the brick only dates to the mid-19th century; though I suppose they could have re-built the restored wall using brick already old at the time.
I read about that on CNN, with jaw dropping, screaming inside my head, “How could he not know? HOW COULD HE NOT KNOW?!?!”
