The title pretty much sums it up, however I will provide some background for those of you wondering wtf I am talking about. The 407 is an electronic toll route north of Toronto that was built by the taxpayers of Ontario to attempt to ease the congestion on the roads of the GTA. After a year or 2 it was sold to a private company. Snow removal is a very costly service generally provided by each City for roads and sidewalks. They don’t clear private land though (businesses/driveways). I am not sure who is responsible for the salting/removal on the highways, if I were to hazard a guess I would say the province. Who pays for it to be removed on the 407?
Something else I just thought of, if the snow removal on the 407 is the responsibility of the 407 company, and they do a shoddy job, or are late doing it, causing you to get in an accident destroying your car can you sue them for negligance? I believe you can do that for business that don’t shovel their sidewalks.
WAG but they don’t actually own (lease) real estate they simply own the right to administer the system and extract a profit. Snow removal, repairs etc. would be billed to them as necessary. If they actually owned the highway, they could set their own speed limits and prevent the police from acccessing it. I hate that goddamn corporation and refuse to take the 407 until their lease runs out in another 92 years.
On the 407 site, there are copies of the entire original sale transation (link is to a PDF of the entire contract). I haven’t searched for your particular question, but it will either be handled by the 407 Corporation, or under contract by the Province. For comparison, the company pays the OPP for policing services along the highway.
