I’ve been hearing this from a fairly wide range of people over the summer, and none of them seems to know where it came from.
Googling it gets quite a few references, but 20 minute of searching didn’t lead me to any origins. It sounds like a quote from some popular figure, but DIIK.

If you search USENET(Google groups) you will see that there are 68000 hits for the phrase, going back to about 1993. There was a group called “sick and wrong” with a record in 1992-3. Don’t know how much earlier than that.
