Let’s say there’s a very rich, very racist country who want to take over rich democracies through peaceful means.
The government encourages and subsidises emigration of its people to the rich countries for a long time then they encourage the emigrants to have as many children as possible, giving them financial support and honours (medals, titles etc) for having many children (who meet appropriate levels of racial purity)
After the initial waves of emigration, this country makes no attempt to hide its intentions, they’re engaged in a very long term plan to undermine these democracies once their emigrant groups breed up sufficiently to swing elections.
What, if anything should the democracies do about this?
(Country can be called Grapeland and it’s people have lovely purple skin)
An easily overlooked fact that that will have bearing.
There are two kinds of countries. Those in which modern adeventurers have established a civilizatiopn where there had previouslyh been none. (E.g., USA, Australia, Brazil). And those whose people have been the dominant culture for virtually all of historical times. (E.g., Hungary, Cambodia, Ghana).
So the answer depends on which of those two types of countries the OP is visualizing. Countries mainly populated by invaders and fortune-seekers, or those populated by people who have just sat peaceably at home for as long as anybody knows.
Let’s say that Grapeland is their ancestral home & they had a go at empire building & expansion the past but have been fairly peaceful for the past century, preferring to focus on proving that Purple people are the best through economic means.
Grapeland are sending their people to rich democracies and encouraging them to breed like rabbits.
The Grape culture instils a very strong sense of racial superiority and loyalty to the homeland & their people…having it be religiously based could make sense, perhaps they are led by a divine king.
What is the racial make up of the countries the people of Grapeland are emigrating to? Are the other counties also largely Grape with only a small, say Blueberry and Orange minority, or are they sending a bunch of Grapes to live in a country that is predominantly Blueberry or Orange? It would probably be very difficult to convince the racist Grapes to leave Grapeland to live in Blueberry land in a country full of Blue people which they already hate. On the other hand, if the country they are moving to consists of largely non racist Grape people, why would they bother moving to this other country to be peacefully racist against the few minority Blue or Orange people that live in Eggplantlandia (or whatever the name is of the country where the majority are non racist Grape colored people).
The other countries are fairly multicultural with a sizeable non-grape majority (60-80%) of natives.
The Grapes would mostly associate with their own communities in the other countries but they aren’t frothing bigots, they’ll be friendly to the other races but just see them as inferior and look forward to the day they have a big enough share of the population to vote in Grapeland serving politicians.
In this type of situation, with the given of a home country pulling strings in an open manner, the thing to do would be to encourage the emigrating Grape population to integrate with the native population. The posited scenario doesn’t make any mention of the native populations being racist against Grape people, and if there are multiple native groups rather than a single majority group this would help to avoid an us vs them dynamic from forming.
The plan is ridiculous. Grapeland is going to drain its country of people before it take over a single country. And all of those Grapelanders will end up getting assimilated to their new country and will stop thinking of themselves as Grapelanders.
Look at the United States to see an example of this. There are 58,000,000 Americans who claim German ancestry (the largest self-identified ethic group in America). How many of those people do you think still consider themselves to be Germans?
Or consider Mexico trying this. Suppose the entire population of Mexico moved to the United States. Do you think they would take over? No, because the entire population of Mexico would still be outnumbered by the much larger amount of the non-Mexicans here in America. The Mexicans would just get assimilated into the larger American population.
Ah, but suppose the Grapians are just attempting to take over one country, and it’s small, compared to Grapeland? What then?
Well, the Grapians could do worse than consider the historical example of England/Great Britain, which attempted to settle the neighbouring island of Ireland with loyal Englanders/Britons with a view to influencing the course of events in that country. OK, this wasn’t entirely peaceful, as the Grapians intend. On the other hand, the fact that Britain weilded political/military power meant they were much better positioned to implement a strategy of colonisation (which is what this is) than Grapeland would be, relying entirely on multilgenerational loyalty to the ancestral motherland, reinforced by the odd medal for fecundity.
Did this change the course of events in Ireland? Yes. Did it result in the continued political domination of Ireland by Britain? In the long run, no.
History suggests that the only way to do this successfully is for the incomers to be prepared to treat the indigenous population with systemic, murderous brutality in order to displace them. Even then, the new polity created tends to separate itself from the parent country - the US, Australia, Brazil all conform to this pattern. In India, where British colonisation was quite brutal and very racist, but not actually genocidal, they didn’t even get to the point of establishing a British-dominated polity.
If the Grapelanders are committed to peaceful means, as the OP stipulates, they cannot succeed. They will have long since ceased to think of themselves as Grapelanders by the time they are numerous enough to be electorally dominant.

It can not be done this way, because in the end your implants will either adopt the local culture, assimilate and be accepted, or they will continue to be seen as intruders.
While my instinct is to say the right answer is let them all stay, Ireland would have been much better off if we’d made them all either take an oath of allegiance or toddle on back home. Even if home was a place they had never been before. Those who were still trying to bring their Graplandian authority to bear should have been expelled.
There are those who will argue that it has worked, and that there is peace in Northern Ireland now. Don’t confuse traumatized exhaustion and depression with peace. The Irish will never be British, no matter big and cushy a welfare state they build.
The Democracies should not become racist, but they should uphold their culture, language and beliefs. Racism should not be tolerated. The next generation of pink and lavender kids will work it out between them. But the Grapians will never truly hold the land.
So, like the third generation of people born in the target country are going to feel obligated to fuck up the place in which they were born and have always lived, because the government of the homeland of their great-grandparents thought it was a fine idea?
