What are the circumstances in Pennsylvania when a reimbursable employer who has ceased operations does not have sufficient funds to pay the amounts due for those employees who have lost their jobs?

The check comes from the state. The employer pays continuously into the PA unemployment insurance fund and when people lose their jobs, if they are eligible those people collect from the state.
