I’m not sure about “wanting to be looked at”, necessarily, but quite a lot of them are clearly choosing their styles on purpose, not just because it’s what they can afford. There are quite a few goth/punk kids pictured, for example, and poor people aren’t the only ones who shop at Walmart.
But why would you choose flowered overalls in that case? Wouldn’t jeans and a t-shirt be just as cheap? Pants are always appropriate–there’s one photo of a woman wearing a top and just nothing underneath.
And I for one would LOVE to see an assholes of Whole Foods. In fact–NO ONE TAKE MY IDEA! 
Say, this guy. Or this one. They obviously did what they did with care and they’re looking for some kind of attention. (Even if the second one is, say, dressed for a sporting event or something.)
ETA - The flowered overall lady probably isn’t in the “chose it on purpose with care” class. I mean, not that I’ve never gone to Wal-Mart in my pajamas with no bra on.

Is your appraisal that it’s “African garb” based solely on the fact that the man wearing it is black? Or do you have some evidence that that particular color/design pattern is associated with a particular tradition, and something that we’d easily recognize if we were more “culturally aware”?
To me, it just looks like a black guy wearing a really obnoxiously loud suit. Feel free to educate me, though.

I agree with the people who think it’s mean…and with the people who think it’s funny. I’ve been to the site a few times. Some of the pictures don’t seem that bad to me, like the girl with the flowered overalls. So? She’s going to Walmart. Maybe she thinks she looks really really cute in that. Maybe she just never got her head out of the eighties. I think…that’s mean. What happens if she sees herself on there?
Then I look at the guy with the shorts so short you can see underbutt and I just cringe.
