The article is about growth in children. What the heck is going on in the picture?

It appears to me that the woman is just measuring the child’s height. What do you find confusing about it?

She’s measuring his height. He’s standing next to a scale and the thing on his head is a panel that lets you ascertain his height. I don’t see the problem?

I think the child may have beaded things in her (his?) hair, but it looks as if a close-cropped haircut kid is having som,e weird Cthulhu-ian device placed atop her/his head by the researcher. That’s[ what’s confusing the OP (and me, too).

Yeah, I guess.
The thing on his head looks roundish to me, but I guess that’s just the camera angle.

I thought it was some kind of balancing test.

The beads seem to be adding about ½ inch (at least) to the kid’s height.

I thought she was putting a plastic wig and an inverted miniature Frisbee on the kid’s head.

The link currently shows a lady looking at some lumber. Which made me extra-confused.
