I think your postulated view of the cause and effect aspect of this issue is skewed. The negative aspects of a culture aren’t responsible for racism. People who are already racists simply seize on that negativity as a means to further their racist agendas.
If I hated “white people”, I could point out white supremacists and the white corporate power structure and make the same negative claims about white people in general. “If white people cleaned up their culture, I could have respect for them!”

I’m not going to go looking for it, but these types of arguments remind me of Trump, years ago, talking about, I think, why Biden was guilty of something. And not “something” as a placeholder because I don’t remember what it was, Trump just wouldn’t tell anyone because there wasn’t anything to say. Even when reporters asked him directly WTF he was talking about they just got vague answers like “just look at all the evidence” and got angry when they pressed him for an actual answer.
