Places/cultures where corruption is routine, who teaches people the rules?

I’m curious about this living in a place where corruption is basically the norm, I didn’t grow up here but my wife did and she says most of it is rich people problems and the rest well you call on your family who knows someone who knows someone etc.

But who actually teaches people the rules? Even in a culture where corruption is a daily thing there are rules, you can’t just offer a cop a hundred bucks openly for example.

What I am asking is who teaches kids the rules in a high corruption culture where you ain’t doing nothing without greasing some palms?

Isn’t it obvious? If one grows up in a corrupt society, one will emulate that and it becomes their norm.

They learn from their parents and peers. They’ll see their parents give a surreptitious bribe to an official, and they’ll ask what happened, and their parents will tell them how things get done.

Exactly the same way you learn all of the unwritten rules about your own society, including when to break the official rules (think of your driving habits for clear examples).
