Don’t forget that partisans of the native civilization appear around the city when it’s first captured, but if the original civilization recaptures the city, partisans of the conquering civilzation do not appear. So if Saddam’s forces somehow retake Baghdad, we can’t count on any American partisans, so we’ll have to airlift some more armor and mech.inf. to the nearest friendly city. Or we could send a spy to buy Baghdad, or at least cause some civil unrest.
