It is a pop/rock duet between a guy who doesn’t have a “normal” singing voice (Think Tom Petty or Bob Dylan - singer isn’t one of them, just in that manner) and a woman who sounds like Kate Bush.

Yep, seems to “Delta Rain” by william Topley, from his album “Mixed Blessing”.
I’m not sure who the female singer is, but a review I found of the album says that Rebecca Price sings with him on the song “Sweetheart”, which is included on the same album, so it could be her.
I couldn’t find the lyrics on-line, but my wife found an mp3. Seems quite good, and I’m ordering the album now. Thanks for asking this, I think I’ve found another good artist!
