I think it was The Siege with Willis as a military commander, Denzel Washington as somebody, and Warren Beatty’s wife as a CIA operative.
The Siege remains the only movie involving terrorists, New York, and Bruce Willis that I can think of. I remember that it was in winter, but I don’t remember any Christmas element, and I don’t think you could really say he was fighting off terrorists. It was more about how far one would go to prevent terrorism.
Are you sure it was Bruce Willis? Any sense of how old the movie is?
The Christmas season featured in the first Die Hard movie. Maybe you’re mixing up several BW movies?
But the first Die Hard movie does not meet the conditions of the OP: It does not involve terrorists.

The criminals CLAIM to be terrorists, as this facilitates their clever scheme both to be able to get into the safe and to be able to get away.[/spoiler]
However, to someone who has not actually seen the film or remember the details of the plot at all, it seems at first glance that Die Hard is about Bruce Willis fighting a bunch of terrorists in New York at Christmastime.

Plus Die Hard was set in Los Angeles, not New York, IIRC.
