Please indentify this book

I vaguely remember hearing about a Russian fantasy book from the 60s/early 70s: it’s set at some kind of research lab in Siberia, and pokes fun at scientists and politicians.
I can’t remember the name of this book, and it’s driving me nuts. Anybody ever heard of it?

Monday Begins on Saturday by the Strugatski Brothers is my best bet.
Or their Tale of the Troika might fit, but their Definitely, Maybe is, I’m fairly sure, set in Moscow…
The dates for the English-language publication all of these are a little late for your stated time, though.

Having read it many times, I sense a whole level of jokes I’m not getting and would love to hear the opinion of somebody knowledgeable of Soviet culture and politics.

I won’t get all the jokes either, but I hope it’s like Rocky and Bullwinkle: when I started watching it and was too little to pick up on the Cold War humor, it was still hilarious.
