It’s probably a SF/futuristic one.
Some significant part of it is set in a prison.
One of the characters has “poor impulse control” tattooed on his forehead.

There’s a book in which a character like that exists. Snow Crash, by Neal Stephenson. I can’t say anything else.
‘Snow Crash’ is the novel you’re thinking of. According to Wikipedia, it was never made into a movie.
Hmm - that might be it. I’m not getting a clear visual picture in my head, so maybe it was a book - and I have read Snow Crash (a while ago…)
It’s Snow Crash. God I hope it never becomes a movie. It would be impossible to film.
ETA: It’s entirely possible, now that I think of it, that some cheesy direct to video or sci-fi channel movie may have stolen this from SC.
Just want to point out that Gully Foyle had his new name tattooed across his forehead in Alfred Bester’s the Stars my Destination. Definitely a classic. I’ll bet Stephenson read it.
