Not only is it a free popup blocker, but it comes with a free browser!
I don’t know whether it’ll take care of the really annoying flash stuff, since I refuse to install the flash plugin, but it works by disabling the browser’s rendering of the javascript snippet that causes the window to open.
Sorry for the evangelism, but the ability to block basic popups is really something that should be integrated with the browser. Being forced to use a third party solution seems a little bass-ackwards, IMHO.
Panicware’s free version is quite good at blocking the little suckers. It’s lightweight, too–won’t hog too many system resources or anything like that. Quite simply, I haven’t seen pay software yet that beats out any comparable free software in this area.
And you Mozilla people–stop! It’s not that I’m against Mozilla or anything, it’s just that he asked for a popup blocker, not a new browser.
FWIW, I’ll switch to Mozilla as soon as it loads faster than IE. Until then, though, I open and close windows so much that I’d lose literally tens of seconds a day by switching! It’s obscene!

I prefer Free Surfer. I had Pop-Up Killer for a while, but it killed some pop-ups I wanted, as well as dialog boxes. It works very well for me. I get close to zero popups in my everyday surfing. And if you experiece a link you don’t want killed, you can simply hold down the shift key as you click and it will disable Free Surfer.
I’m partial to Meaya’s Popup Ad Filter myself. I haven’t tried every freeware popup stopper out there, but the ones that I have tried can only close popups once they open. Popup Ad Filter somehow manages to stop the popups from, well, popping up, in the first place.
If you’re willing to pay for a commercial product, it might be worth checking out their demo version.
