Methinks your understanding of the timing is a bit off the mark. NK ratified the Nuclear Non-Proliferation treaty in 1985. And your allegation that the US failed to follow thru on the Agreed Framework is also wrong. (cite.)

So what you are saying is, Clinton negotiated an agreement, the US kept its part, NK violated it almost from the get-go, and it is Bush’s fault because he called them on it.
