I saw that Ivanka Trump posted this, and somebody responded “Twitter is banned in Iran”, implying that this is another false claim by Trump.
This article from the (Washington Examiner) supports her claim, but doesn’t say anything about Twitter being banned in Iran.
My apologies if all things political should go in Great Debates, but I figured that there is a factual answer.

It might still be the “most liked Persian tweet in history”; that claim just wouldn’t mean much. It just means that it had a lot of non-Iranians liking it, when most tweets in Farsi don’t have much of an audience. Doubtless, many of the people who liked it don’t even know Farsi, and liked it just because it came from Trump.
Not all Farsi speakers are in Iran.
Likes are for sale. They signify almost nothing.

And I believe residents of any country can (theoretically) access the twitter via a VPN
