Just a WAG, but I’d say that 99% of the occurrences of the phrase “presidential suite” can be explained by either of two things, or both:
the desire to suggest that the suite in question is absolutely the best, while avoiding monarchial adjectives like “royal” or “imperial”.
the desire to advertise that a then-sitting President actually stayed in the suite at some point.
