A friend of mine has a problem with her lips. They swell (when touched), burn, feels like bubbles under the inside, a little to some dead skin, and sensitive to food (esp. spicey food)
What could this be?
I am not a doctor, but it sounds like an allergic reaction of some kind.
She doesn’t seem to think it could be an allergic reaction. She has had this for 3 weeks and it using anything new.

I suggest she consult a physician. There are several possible sources, some with significant additional risks. Toxicity reactions are not so immediately time bound as you seem to assume. Viral infections of some sorts also manifest in ways not inconsistent with your description.
