Nah…it’s just a George Costanza poster. You sure read a lot more into it.

Searching on “Consolidated Edison System Companies” brings up this poster “Sabotage, Deadlier than a Dive Bomber” from WWII, that also has the “founding father” guy done in the same style at the bottom.
