Proposed Constitutional Amendments

Any good sites where I could read about Constitutional Amendments that were never passed? In particular I’d like a breakdown by (1) what amendments got sent to the states but never ratified. (2) What amendments got through the House but died in the Senate. (3) What amendments got as far as the House floor but were rejected. I presume that literally thousands of amendments have been proposed, but I’d like to see which ones got taken somewhat seriously.

First, amendments aren’t passed, they’re ratified. You can read about failed amendments here. Or you can visit a similar page at Emory University. In every session of Congress scores of amendments are proposed. Very few of them ever make it out of committee. I’ve listed the more significant amendments that have been proposed below from the first site listed.

Something smells fishy to me about that"Anti-Title" Amendment. First off, it makes reference to “citizen(s) of the United States”, even though it was purportedly proposed in 1810. IIRC, the very concept of a “citizen of the United States” did not come into being until the 1860s, with the reconstruction amendments, and prior to that, people were just considered to be citizens of individual states.

Second, there is that syntactical construction “shall cease to be a citizen of the United States, and shall be incapable of holding any office of trust or profit under them, or either of them.” IANAGrammarian, but doesn’t the phrase “either of them” imply that there are only two?

A previous thread may be of interest to you, Seventeen amendments in the Bill of Rights in which I listed the 6 amendments that had been proposed by both houses of Congress but which were never ratified by the states.

Weird_Al, I suggest you read article I, section 2 of the constitution
