Puerto Ricans and whispering

I’m in a conference in Puerto Rico, and bothered by the amount of distracting activity going on in the audience.

Chiefly among these distractions is the apparent inability of the audience to whisper. They talk ‘vocally’. they talk quietly but it is still too loud and distracting. Also I notice that some talk loudly in situations that you would think they should talk quietly…like just outside the door.

Is this something others have noticed? Is it just a Puerto Rican thing…or is it more in general a hispanic behavior?

Every Puerto Rican I have ever known personally has been loud. They are known for it even within Latin America.
