Could Israel take out Iraq consequenses be damned and if nobody stood in their way? Yes. They’d probably have to nuke the major cities. Could it ever happen in the real world? Not without Iraq having first used nukes or made wide scale chemical attacks on Israel. That’s the only scenario I could see where the world might be convinced to back off and let Israel have at Iraq.
