Question about an old "Spawn" character

I read Spawn towards the beginning, and there was a villain, Billy Kinkaid (sic) who was an ice cream man that killed little kids. Spawn found him, and killed him.

A few issues later, there was a story of Billy roaming around Hell, and at the end, he himself gets turned into a Hellspawn.

Then, about 80 issues or so later, Billy’s ghost is causing people to go on random killing sprees and the like. I only read one issue with this, and it’s at the end where Spawn discovers it’s Billy. So, my questions are:

What happened to Billy being a Hellspawn?
And how did this storyline end?

There is a sense in which the story hasn’t ended yet, as the Billy Kinkaid issue was one of those written by guest talent (in that case, Alan Moore), and there is currently litigation ongoing between McFarlane and the author of one of the other issues of that period, #9’s Neil Gaiman.

Of course, that has nothing to do with your questions; I don’t know the answers, but I can’t leave a comic-book thread alone without posting.
