One wonders why they didn’t build an entire cybernetic body for Zola instead of a sparkpunk computer brain in an abandoned Fallout vault.

Yep. but that’s generally true of the comics as well as the movies – and of DC as well as Marvel. E.g., sometimes the Flash runs around the Earth in a fraction of a second, other times he gets shot by someone who doesn’t even have superspeed.

At the time, wasn’t Zola recruited into SHIELD, and thus out of direct HYDRA hands? SHIELD didn’t have the tech for that sort of arm at, uh, hand, and even if they did, they probably would not have built a cyber-body for a scientist, that I am sure some of the top brass did not completely trust. They would have been crankin’ those out for their elite agents.
