Cochrane has found the relevant verbiage on it. In general, a single instance of junior-modding is not going to get you into trouble, but an consistent pattern of it, esp. after we tell you to knock it off, can get you a warning.
Remember, though, the way we prefer you to deal with rules violations when you see them is to report the post and let a real moderator take care of it. It’s not tattling, since this isn’t middle school – it’s helping the SDMB stay a good place to hang out by letting the mods know ASAP that there’s something that needs a closer look. As you know, the mods are volunteers, so we’re not here 24/7, and even if we were, we still wouldn’t be able to cover every post in every thread. Telling us there’s a clean-up on aisle 3 means we can grab our mop and head over.

Just so I’m clear: It’s OK for me to say, “don’t throw personal insults at me; that’s unpleasant.” But I’m junior modding if I say, “don’t throw personal insults at me; that’s against the rules of this forum.” Is that right? It’s difference between appealing to moral goals rather than legalism.
Upon reading, I think this question sounds snarky-nitpicky, but I really don’t mean it that way. I’m asking honestly.
Im not a mod, but pointing out that someone has just insulted you and that is against the rules of the forum seems ok to me, it would be if you told Quasi he was rude to Sampiro and that it was against the rules of the forum it would be junior modding.

Seriously, though, I appreciate the different point of view. This is an interesting explanation.
Even there, it might not be, depending on tone (or at least that’s how I see it). To work with your specific example, to say to Quasi, “I’m pretty sure you didn’t mean that the way it sounds to me, but that comes across as a big ol’ slap in the face to Sampiro” would, given the specific personalities involved, result in an immediate apology and clarification from Quasi, with thanks for having had that pointed out to him. But scolding Quasi, or saying the same thing to, say Ivn who would bristle at it, would be Junior Modding.
IMO, anyway. It’s the effect that matters: does the post contribute to the goal of an enjoyable non-contentious board, or is it adding fuel to the fire?
Generally, if you think someone is breaking a rule, the best thing to do (by far) is to hit the REPORT button (the little ! in the triangle in the upper right corner of the post) and let the mods look at it and decide.
The main problem with “junior modding” is that someone (especially a newcomer) might be given erroneous information. Just because YOU think something is a rules violation doesn’t mean that a RLHTG* Mod will see it that way.
Quoting a rule, such as “Personal insults are not permitted in this form,” is probably technically OK… but it’s NOT OK if there’s an implication (however veiled) that you are accusing another poster of violating the rule. Thus, “Hey, Quasi, personal insults are not permitted in this forum” would probably be junior modding.
Here’s the thing with junior modding: it’s not usually a “warnable” offense. We might tell you not to, but we’re not going to apply Official Warnings unless you’re doing it a lot, after being told many times to desist.
Most folks want to be helpful by pointing out what the rules are, espesh to newcomers. We understand that. Most “junior modding” is just that. Our problem is that it can be not only unhelpful, but confusing. Thus, we’d rather that you just REPORT something and let a mod handle it.
